Culturally it is also a Muslim state--in the same way European countries are culturally Christian. So it is trying to balance its Islamic heritage with tolerance of all religions. Like the US or Turkey, or pretty much any country in the world, Kazakhstan is finding it hard to hit a perfect happy medium that makes everyone happy.
