The reason why the children are not allowed to go to schools in such days because it is very cold in the classrooms. The schools do not have good heating systems so when it is -40 outside it is about +18 or so inside the school. Moreover, there is always some one in  the class who is ill and still attends the classes. Because of that person many others will get sick too, so parents try to avoid this by keeping their child at home.
I am not worried that children miss 2 months of school cause it happened also with me when I was at school ( about 5 years ago). Eventually you will still go with the program as it was planned at the beginning of the academic year. And I can say for sure no one among my mates ever was worried that they will not have enough time to learn the missed material.
